Yes, that is the general idea (and how it works in Ardour). But since panning differs significantly Ardour/Mixbus that'll need additional work.
The checkbox to link send panning was not really removed, it was only hidden (and forced off) until the day that it finally works as intended. If you check MB3.2 it didn't do what you describe and hence it was just confusing.
The bad news however is that it isn't exactly high priority. the intended workflow is to use Mixbus assigns, but we'll get there.
