The "utility buses" are not part of a fixed 'bussing" arrangement. You can use JACK to patch them into any arbitrary configuration .. even feedback loops. In some of these cases, it is impossible to determine a number for latency compensation.
Use the 8 mixbuses if you need perfect latency compensation. Use the "utility" buses if you need to do some utility routing ( such as feeding headphones or similar ).
The channelstrip's EQ and compressor don't add any latency.
