In the Add Tracks/Busses Window, use the Position pulldown menu to select: First, Before Selection, After Selection and Last.

On the Mixer page use Mixer List to grab a track to drag into new position.
On Edit page use the Editor List / Tracks, select track and drag to new position.
To select multiple tracks 9or a single) on the Edit page, select track headers (turn red) on edit page then (on macOS it's Command) + up/down arrow to re-order selected tracks.
Sorry not sure what the modifier is for Windows.

Thanks to all it was the Mixer Sidebar that was not working. Now I have multiple ways of doing it.

Tested that out and its working for me on 7.2... one thing to note... with Mix List and Edit list if you grab a track to move, the name does not highlight, you just point click and move.
