The idea is to reserve headroom. Mastering engineer Bob Katz made this system in 1999 in reaction to the loudness wars. Having headroom makes for a better mastering and eventually a more pleasurable experience for the listener.

As a guide I also look at the MB K-14 meter. (built in limiter is off because I have one in my master chain) If it moves in the red, not exceeding it, it means my mix is arund -10 dB DR (14-4=10, red top is at zero). So I am at the right point to decide whether I want to do louder or not depending on genree. Since most music I have listened to in the past half century were 9 or 10, I know what I hear real time and like it.
