Is it possible to have an instance of say Black Pearl drums of Red Zeppelin that was inserted as a stereo plugin reconfigured so that it can be fanned out and have all outs without creating a new track and moving the playlist to the new track?

MIDI instruments can be fanned out.
Add midi track/ in the box options choose the midi instrument you want to insert.
(not as a plugin with right click...etc in the track)
Then pop up the options how to spread.
I do not know any way for stereo plugins, maybe others know

First replace the stereo version of the plugin with the multi-out version.
Then you can fan out the individual channels.
