VST plugin scanning on open even though unchecked

When I open Mixbus32C 7 it scans my plugins even though I have unchecked the "Scan VST folder on open" checkboxes in Edit>Preferences>VST. 

I see it scanning LV2, VST2 and VST3 folders. Takes 22 seconds. It would be great to figure out how to stop it from doing that.

I've seen this happen a few times if the session contained a plugin which Mixbus couldn't find for some reason. Or is it happening every time for you?

It happens every time. It's a session that had some trouble with an AmpliTube 5 upgrade (from 5.0 to 5.2)

I'll create a new session with the same tracks and plugins  to see if that clears it up.
