Not clear for me you mix/export the song in Reaper or Mixbus
CD burners like "nero", maybe others, have option to "normalize". if it is on the result is a lot different.
I never use normalize in any daw or mixdown
Check the exported wave before sending it to the burner and see whether they check or not
Mixbus built in master limiter is on/off? results -1dB.
Meter plugins, devices can cheat a lot, advisable to take into consideration

First thing to try is to send some tone at say -20 or 0 depending on what scale meter you use.and see what level is on CD meters. There is a Mixbus tone generator under instruments I think. Also, Remember all meters have different characteristics and so the transient peaks will show up different on different spec meters.
