I see it in the manual but the manual doesn't tell you how to bring it up. How do I open it up?
Right-click in the black box at the top of a mixer strip, and choose "Plugin Manager"
or just double-click in the black box.

Thank you Ben. I looked at the menu multiple times and just didn't see it. I hate having horrible eyesight.
